Oilfield Services Companies And Drillers Could Face a Shortage of Workers

As we have said before, Recruiters have long warned that layoffs could come back to haunt an industry still dealing with a shortage of mid-career workers following the 1980s oil bust. As the United States reaches full employment, oilfield services companies and drillers could face a shortage of workers and may have to pay dearly for recent layoffs.

Citing rig operators, Raymond James said the initial addition of 100 to 200 rigs will be manageable, because current staffing can handle the increase. But the firm believes bottlenecks will develop as the U.S. oil and gas rig count approaches 600. It now stands at 431.

Drilling is picking up slowly, and oil companies will have to fill vacancies quick when drilling revives. They are going to need many people to fill all the positions, and not just entry level employees. The question is if all those workers who were let go from their jobs will come back. Many have just left the oil industry completely to settle into other trades that offer more stability.

This region has experienced booms before, notably in the early 1980s and again in 2008 and 2014, all of which were followed by busts. As others pile into the Permian, veterans of the region’s oil fevers predict that the current lease prices will set off another boom.

Kenny Freeman, the vice president of sales at Petrosmith Manufacturing which makes oil storage tanks and equipment that separates oil, water and natural gas after it is pumped out of the ground said “I think that the pricing is absolutely ridiculous,” they had to dismiss 260 employees more than half its workforce in the past couple of years as drilling activity slowed.

Companies such as Pioneer Natural Resources Co. and Occidental Petroleum Corp. have said that Permian Basin holds substantial oil reserves that can be tapped in tandem, making each acre more valuable than in a typical oil field.

So don’t count The Donald out just yet. If there is one thing that hasn’t been fundamentally altered by this bizarre election season, it is that the media (for the most part) remains overconfident in the success of liberalism, forgetful of recent history, and lazy. Donald Trump still has a very plausible path to victory, and you don’t have to squint very hard to see it. So don’t worry Trump fans, there are more reasons why you shouldn’t hang up your “Make America Great Again” hats just yet.

In the first place, there is an entire set of national polls — primarily of the daily tracking variety — that shows the national race is still a toss up.

I think it goes without saying that any candidate would rather be in Hillary Clinton’s position than in Donald Trump’s position at this point of the race. The amount of data tending to show that she has a lead is too great to casually dismiss, and even the Trump campaign admitted over the weekend that Trump is likely behind. An astute observer would also note that, in virtually every poll mentioned above, polls overstated Trump’s support rather than understating it.

Still, the media would do well to remember that yes, the polls have been wrong — and they have been wrong often, spectacularly, and recently. It isn’t crazy or stupid to believe that they might just be wrong yet again, especially given that there are some polls still showing Trump either tied or in the lead.
Trump can still win this thing, which is why he should focus on encouraging his people to get out and vote instead of complaining that the election is “rigged.” It’s also why the media looks foolish pretending this campaign is over before the last ballot has been cast. If this election has taught us anything, another twist could be lurking around the corner – just in time for decision day on Nov. 8.

A wait-and-see strategy

On Halliburton’s recent third quarter conference call, CEO Lesar Dave provided the listeners with the upgraded perspective of the petroleum marketplace of the firm. He began with a reminder:

We remain steadfast in our belief that substantial action increases from our customers begins with sustainable commodity costs over $50 per barrel, which we haven’t seen in any substantive manner yet since the rig count action bottomed out. Operators experienced time to reflect on future drilling strategies, and I believe the restoration will be approached by them with a logical, methodical answer in action according to commodity price fluxes.

What he meant was, while $50 oil is the pivot point for customers to start thinking about employing rigs back to work, they needed to have confidence that petroleum will stay above that level before they ratcheted their capex budgets up to add more rigs.

As Dave noted, while the rig count has begun to increase, producers are disciplined in their approach to ramping tasks. For instance, leading Midland Basin company Pioneer Natural Resources (NYSE:PXD) announced last quarter that it planned to raise its rig count from 12 to 17 during the second half the year. Nevertheless, Pioneer Natural Resources planned to add rigs to its fleet, with it scheduled to add two each and one in September in October and November. That tactic that is slow is because its competitions and Pioneer failed to need to add too many rigs early on in the recovery in case it was another false bottom.

What lies just over the horizon for the industry – Elections and Holidays

Industry will maintain a wait and see strategy till elections, and maybe till holidays. Companies really planning to take a rest from drilling activities during the holidays because the economics of drilling during that time frame are as bad because of the starts and stops. That is because drilling speed is an essential factor in getting well prices down and drilling up yields.Many predict a step come around for early 2017.

Joining it is Pioneer Natural Resources, which intends to deliver 15% compound annual production increase through 2020. In fact, Pioneer can reach that growth rate while remaining cash flow unbiased by 2018 at around $55 oil. Likewise, Canadian driller Encana sees $55 oil fueling long-term sustainable growth. According to its latest five-year prediction, Encana pictures delivering 60% oil increase by 2021. Many other manufacturers are putting out long term production predictions with an aim to restart growth next year provided that oil is above $50, which certainly aligns with Halliburton’s view.

Halliburton continues to consider that once petroleum is sustainably above $50 that companies will begin ramping drilling activities. As rigs are being cautiously brought back by businesses like Pioneer that’s certainly playing out in the rig count. Nevertheless, it will not see a significant ramp-up in tasks until 2017, when firms like EOG Resources plan to begin ramping back up. It appears to imply that 2017 could be a huge year for the sector.

$13.3M will come to the aid of thousands of oil and gas workers who lost their jobs. According to the recent news, the DWGs (National Dislocated Worker Grant) award was authorized with $13,293,207 of a total approved amount of $16,309,807, which will go to towards Texas Workforce Commission.

This grant will help employees that were sacked following the meltdown 2 years ago. Recent news states that the project will focus on small communities whose income mainly rely on oil and gas industry.

Texas is feeling this change more than any other. Around ninety-nine thousand jobs in the state have been cast aside since prices fractured few years ago, this contributes to one third of the entire industry. In 4th month alone there were 6,300 people in oil and gas services were handed pink slips. This is the worse Employment crisis seen since the aftermath of the financial collapse in 2009.

The DOL has authorized a fund that will offer re-employment services to employees crushed by the recent meltdown in the oil and gas industry.
